Request function of changing the default access type when creating a community.

When a user creates a community, the default Access type of the new community is "Public to My Organization".

We want connections to provide a function so that the user can set the default type to others like "Restricted".

    This would be an easy customization using the customizer. There is an admin setting however to limit what type of Community users can create on the off chance that this might help: https://help.hcltechsw.com/connections/v7/admin/admin/t_admin_communities_prevent_user_creation.html
