Increase the options for Notifications within Communities

Directly from the customer:  We'd like to recommend that we add more options for sending and receiving notifications. From the content creator perspective we'd like to have an option to send a notification when we create new content: post a blog, create a status update, add a wiki, add a new forum topic, etc. From a consumer perspective, we'd like to be able to receive notifications by app, by community. For example, follow a blog in one community but not another; receive notifications about calendar updates from a specific community, etc.

Examples: Customer would like to consistently be able to follow any specific entry in an application.  For example, users can follow specific wiki articles, or files in a community, but are not able to follow a specific blog.

Customer would like to be able to send a broadcast notification for any application within a community.  For example, you are able to broadcast a blog entry to other members in the community, but cannot do the same thing with a wiki article.
